Role Purpose

  • Drive a team to develop and maintain standards, policies and procedures as well as training programme in the areas of Ramp and Cargo Services, including but not limited to turnaround coordination, GSE operations, fuel services, anti-icing operations, dangerous goods and cargo warehouse handling.
  • Review and evaluate potential implications and formulate necessary action items to ensure compliance whenever a change or introduction of regulatory, IATA, WHO or Company requirements.
  • Develop and maintain master and station specific PTS by engaging all stakeholders that contribute to OTP performance and continuously seeking improvement for ground time optimization initiatives.
  • Formulate training strategies for both internal and external stakeholders in terms of cost, quality, and delivery effectiveness.
  • Continuously review and evaluate the quality outcome of the Train-the-Trainer Programme and implementation.
  • Act as a trainer and an evaluator of TTT to ensure sufficient qualified trainers, both HKE and GHA personnel, are available across HKE network to support continuity of training delivery.
  • Participate in IATA IFQP and manage resources in supporting fuel inspection programme in accordance with industry standards and authority requirements.
  • Drive for improvement initiative, both in process and documentation, based on operational performance and audit results.
  • Manage the setup and support for new station launch, GHA switch and charter services, including but not limited to, pre-assessment of fuel and water quality.
  • Lead for business development and project relevant to the areas of Ramp and Cargo Services. Formulate project timeline, engage with stakeholders, and ensure deliverables are achieved.
  • Identify hazard and risk, prepare risk assessment and, if being assigned as Risk Owner, has the authority and responsibility to make decisions regarding risk tolerability with respect to ground handling standards, policy and procedures relevant to safety and/or security.
  • Responsible for budget preparations, cost control and monitoring.
  • Oversea travel is required.

Qualifications

  • Bachelor’s degree or equivalent.
  • Minimum 10 years aviation experience in related areas including 3 years managerial experience with in-depth knowledge of regulatory compliance and training delivery.
  • Previous experiences in managing IOSA GRH, IFQP and Dangerous Goods are essential.
  • Ability to lead and provide solutions within the scope of Ramp and Cargo Services.
  • Strong analytical and project management skills and sensitive to figures.
  • Excellent presentation and interpersonal skills with sound leadership experience.
  • Excellent command of both spoken and written English and Chinese including Putonghua.
  • Proficient in Microsoft Office.
