Role and Responsibilities:
As HK Express aspires to become Asia’s best LCC, this position is an integral part of the Maintenance & Engineering team to uphold the safety, quality and compliance of the Maintenance and Engineering operations, supported by the Quality Assurance and Safety team.
The position is responsible to uphold a safe, high quality and compliant maintenance and engineering operation by maintaining an effective quality assurance and safety management system that timely and accurately identifies quality related issues and risks, as well as driving for mitigations and improvements that are sustainable and supports the business objectives.
Specifically, as the Post Holder and Quality Manager of AOC Part 2 Maintenance Support Arrangement and HKAR-145 Maintenance Organization; the person will be responsible to the following:
AOC related issues:
Organization, Approval and Authorizations:
- Organization, control, co-ordination and development of Quality and Airworthiness management systems;
- Ensure that all required Engineering regulatory approvals, delegated authorities and certificates are required and renewed;
- Maintenance the currency of HK Express Maintenance Support Arrangement and Organization procedures are accepted by HKCAD;
- Oversee and ensure that Maintenance and engineering operations is compliant with all regulatory requirements, including instructions for continued airworthiness such as Reliability Program, Aircraft Maintenance Program; Airworthiness Directive implementation and oversight; home base and outstation maintenance support arrangement; subcontractor management and inventory technical management;
- Monitor fleet and Engineering airworthiness compliance and requesting timely remedial action as necessary by appropriate teams or Accountable Manager;
- Advise D,ME, GM,SRM on issues or any proposed change in legislation that may affect the approvals held by HK Express and /or any reported discrepancies not being adequately resolved;
- Implement new quality management concepts and techniques;
- Promote and continuously improve quality standard of M&E team and the service providers; organize regular training, quality campaign and experience sharing to staff;
- Communicate with HKCAD and other aviation authorities on all AOC and HKAR-145 related matters relating to the airworthiness of HK Express fleet and the fleets that HK Express is responsible for;
- Build and maintain strong collaboration and working relationship with HKCAD and external airworthiness authorities. Representing HK Express in proposing changes and addressing issues with Regulatory Authorities;
- Issue of personnel authorizations, and authorizations to suppliers and service providers as required;
- Ensure the authorization holders are fully aware of their accountabilities and responsibilities;
- Ensure adequate training / instructions are provided for and to exercise Just Policy in handling of non-compliance;
- Establish general training guidelines and policies for HKE AOC and HKAR 145 requirement;
- Assess and evaluate maintenance training needs and establish training programs as necessary in view of human factors, air legislations, company procedures, changing practices & procedures etc. Regularly review all training requirements and set the training programs;
- Ensure the competence of maintenance staff within the company and from associated contractors and /or subcontractors can meet the authorities' requirement to deliver their work quality.
Quality and Continued Airworthiness Management:
- Maintain the HK Express Maintenance Management Exposition, Engineering Procedure Manuals and Standard Operating Procedures are well maintained and up to date, ensure that Engineering processes are properly documented in the relevant manuals and comply with the associated regulations, including ongoing updates of such regulations;
- Maintain and ensure procedures exist for the implementation of an independent quality assurance, audit and surveillance program for AOC and HKAR-145 compliance and to ensure the aircraft and equipment are maintained in accordance with approved standards of HK Express and HKCAD;
- Continue monitoring of required standards of quality for all maintenance tasks carried out is maintained in accordance with the requirements of the HKCAD and with company procedures, ensure all necessary corrective actions are taken to resolve the discrepancies and to prevent reoccurrence;
- Continuous Management of quality and airworthiness issues, closely working with M&E teams to address repetitive significant defects from product audit; other matters which require attention in respect of finance and the acceptability of standards;
- Ensure that all adequate aircraft Engineering and Maintenance Staff training programmes are conducted in accordance with the approved standards of HK Express and HK CAD;
- Ensure a proper process that necessary Technical Publications are distributed and Maintenance Records are validated and maintained;
- Oversee risk management policies and procedures for Maintenance and Engineering, ensure proper set up of department risk register, business continuity procedure and crisis management procedure;
- Ensure a process is implemented to adequately evaluate maintenance training needs and establish training programs as necessary in view of human factors, air legislations, company procedures, changing practices & procedures etc. to ensure the competence of maintenance staff within the company and from associated contractors and /or subcontractors. Ensure in place an initial and continuation training program and record system or engineering and line maintenance staff.
HKAR-145 related issues:
- Ensure adherence of HKAR-145 and maintenance standard requirement on all aircraft maintenance and release to service, establish procedure to handle variations;
- Ensure proper implementation of human factors principles into the maintenance program, production planning and instructions to maintenance personnel;
- Set up procedure(s) for use within the organization and ensure their adequacy regarding HKAR-145 and any amendments to the regulation;
- Ensure any changes to the Regulation affecting the HK Express HKAR-145 approvals are updated in the HK Express MME and be accepted by the HKCAD;
- Assess Subcontractors and suppliers of new and used components and materials for satisfactory product quality in relation to the needs of the organization;
- Assess contractors working under the quality system and maintaining the expertise necessary to be able to do so, to the satisfaction of HKCAD.
- Assess external specialist services required to be used by the organization in the performance of maintenance;
- Report to HKCAD and the Manufacturers on any condition of the aircraft (or a component) which could hazard safety. Coordinating any required investigations and the submission of Mandatory Occurrence Report;
- Develop and maintain an effective Safety Management System (SMS) within HKE HKAR 145 organisation;
- Maintain the HK Express SMS Manual, comply with the associated regulations, including ongoing updates of such regulations;
- Manage the SMS implementation plan within HKE HKAR 145 organisation;
- Manage risk assessment program, facilitate hazard identification and risk analysis activities and monitor effectiveness of mitigation actions for HKE M&E organisation;
- Ensure in place a SMS training program and promote effective SMS concept;
- Consolidate periodic reports on safety performance and provide independent advice on safety matters to the senior management.
Qualifications:
- Degree or above qualification in engineering or any related discipline;
- Minimum 12 years of related working and management experiences in aircraft maintenance, continued airworthiness, compliance monitoring, quality assurance and control with at least 4 years in managerial capacity;
- Holder of HKCAD HKAR 66 B1.1 / B.2 / B2* License holder with Airbus A320 with appropriate Engine types;
- Complete Hong Kong Airworthiness course;
- Complete Auditor training course or equivalent;
- Complete SMS training;
- Demonstrate strong knowledge in AN(HK)O, HKARs, CAD AN and continued airworthiness processes;
- Possess good communication skill and has experience working and liaising with HKCAD;
- Good command of written and spoken English & Chinese;
- Experience in Aviation Safety Management, Safety Investigation, IOSA, IFQP will be advantageous.
