Role and Responsibilities 

  • According to AE's delegation, Director, Flight Operations is accountable for HKEA flight operations in respect of CAD 360 Part 1 Requirements.
  • Responsible for controlling, directing, and developing policies for HKEA that ensure safe, secure, and efficient operation of aircraft in compliance with all applicable laws and regulations, including provision of adequate and efficient flight operations control, support, and crew rostering.
  • Advise the AE / CEO on operational safety and security matters.
  • Authorized to make decisions regarding risk tolerability with respect to the safety and/or security of operations based on the tolerability defined in the Operational Risk Matrix.
  • Ensure all departmental personnel matters are administered in accordance with HKEA policy including:
    • The welfare and professional development of all flight operations personnel.
    • Control, counselling, and discipline of immediate subordinates and Pilot community.
    • Authorized to take decisions on disciplinary matters involving department personnel in accordance with applicable policies and processes.
    • Authorized to take decisions on appointment, promotion, demotion, and dismissal of department personnel in accordance with applicable policies and processes.
  • Oversee the preparation of expenditure and workforce budgets for Flight Operations and exercise control of expenditure.
  • Oversee the management of contracts and supplier performance for services provided to Flight Operations.
  • Ensure that SMS, SeMS and QMS are implemented in Flight Operations to achieve the objectives stated in HKEA safety, security, and quality policies.
  • Oversee the management of all flight operations activity, line operations, flight and technical standards, crew training, and operations control and support, including crew rostering.
  • Ensure that policies, processes, and procedures are adequately defined and in compliance with statutory orders, regulations, the AOC, industry standards and HKEA policy.
  • Define departmental policies for:
    • Safe utilization of aircraft.
    • Recruitment, training, and utilization of aircrew.
    • Recruitment, training, and development of non-flying operations personnel.
    • Organizational development, workforce planning and crew rostering.
    • Introduction of new aircraft and equipment.
    • Safety and Risk Management programs to meet HKCAD and HKEA requirements.
  • Approve the contents and revisions of HKEA OM-A, B, C, D, and related notices.
  • Ensure that investigations into incidents and occurrences are adequately supported by the department and that any action deemed necessary in the light of such investigation is taken.
  • Ensure that corrective and preventive actions are implemented to correct and prevent quality, safety, and security non-conformities.
  • Perform duties in accordance with the HKEA Crisis Management Manual when required.
  • Maintain close liaison with the respective government officers in Hong Kong and abroad on matters concerning government policy and regulations, particularly those of HKCAD, affecting operations of the airline.
  • Maintain effective relations with appropriate governmental bodies, industry associations, other airlines, aircraft manufactures, and suppliers. 
  • Ensure the department is represented on selected committees and at meetings where operational interest or commitment is involved.


Qualifications

  • At least ten years relevant work experience, including five years in the aviation industry.
  • Appropriate flight operations management experience in a comparable organization.
  • Comprehensive knowledge of regulatory requirements and familiar with aviation safety and quality management systems.
  • If not in possession of a valid Flight Crew license relevant to operations to be conducted under the AOC, then his deputy must possess a valid Flight Crew license relevant to operations to be conducted under the AOC. 
  • Qualification and experience acceptable to the HKCAD.
