About The Role

The Assistant Manager, Safety Management System (AMSMS) coordinates with business units on the activities related to safety investigation, risk assessment, and safety promotion, to ensure the effectiveness of the company’s Safety Management System (SMS).

The incumbent assesses and investigates events identified by the safety reporting programme to extract learnings and identify improvement opportunities.

Role Purpose

  • Maintain close liaison with operational departments on the day-to-day activities of the SMS, particular on matters related to safety investigation, risk assessment and safety promotion.
  • Manage the processing of safety reports submitted to Safety and Risk Management Department. Ensure effective and efficient follow-up.
  • Supervise the submission of Mandatory Occurrence Reports (MORs) to HKCAD in accordance with CAD382 requirements and company’s procedures.
  • Conduct and coordinate safety investigation of events affecting flight safety. Produce investigation report to highlight deficiencies in the system, make recommendations and communicate learnings to applicable business units to prevent recurrence.
  • Follow up with business units to ensure events affecting operations and airworthiness are investigated, and appropriate safety risk mitigation measures are implemented to reduce the risks identified.
  • Assist in managing the safety reporting platform, including its’ design, workflow and business continuity plan, to ensure the processes remain effective and efficient.
  • Conduct or facilitate safety risk assessment as required.
  • Monitor and maintain the effectiveness and functionality of company’s electronic safety reporting system and safety database.
  • Support in the maintenance and development of the company’s safety performance monitoring, data analytics and safety information systems.
  • Monitor the safety actions arising from the safety action groups, and ensure they are implemented in a timely and appropriate manner.
  • Produce and disseminate SMS promotion and training material.
  • Conduct SMS related trainings to company employees.
  • Support in maintaining the currency and relevance of the Safety Management System Manual by proposing and drafting amendments.
  • Participate in IOSA programme as and when directed by the HS.
  • Participate in projects and tasks as and when directed by the HS.

Qualifications

  • Good knowledge in airline operations, particularly in flight operations and cabin operations.
  • Good knowledge and practical experience in Safety Management System.
  • Minimum 5 years of relevant work experience in the aviation industry, preferably in safety management role, including 2 years of appropriate supervisory experience or equivalent.
  • Prior experience in conducting flight safety investigation.
  • Bachelor’s degree required, preferably in a technical, aviation or engineering discipline.
  • Aviation safety investigation qualification or equivalent experience.
  • IATA SMS course or equivalent qualification.
  • Good command of spoken and written English. Knowledge in Chinese is an added advantage.
  • Proficient with MS Office suite.

  • Excellent interpersonal, analytical and writing skills.
  • Able to communicate effectively with all levels, both inside and outside the organisation.
  • Prior experience is delivering classroom training is preferred.
