Role Purpose

The General Manager, Safety and Operational Risk Management (GMSRM) is accountable for Quality, Safety, Security, Business Resilience, Human Factors, Operational Risk and Regulatory Compliance of the company. The incumbent is the nominated AOC QMS, SMS and SeMS Postholder on the Air Operator’s Certificate (AOC) for UO and is accountable for the effective implementation of the UO’s QMS, SMS and SeMS programs, and as such, must have qualifications and experience acceptable to the Director-General (HKCAD).

As the designated Chief Security Officer [Hong Kong Aviation Security Program 4.4.2b & UO Aircraft Operator Security Program 4.6.3 and Head of Security (IOSA SEC1.1) the incumbent has overall accountability for the UO Security Program.

Responsibilities: 

  • As the internal independent oversight, advise the Accountable Executive of any organizational or structural issues or deficiencies that may affect the overall safety of the airline.
  • As the internal independent oversight, advise all operation departments of risks, warning of actual or potential dangers, and developing recommendations to increase the levels of operational safety.
  • Perform the required functions per relevant regulations as the AOC Post Holder of the Quality Management System, Safety Management System and Security Management System.
  • Develop corporate Safety, Security, and Quality Policies and Objectives.
  • Review and endorse periodic reports on quality / safety / security / business resilience performance.
  • Review and endorse programs to achieve maximum operational risk awareness by producing regular communications and literature on quality, safety and security topics to address internal and external safety issues.
  • Review, endorse and publish the incident investigation reports affecting the quality, safety and security of operations.
  • Responsible for the performance of Flight Data Analysis Program.
  • Represent Hong Kong Express Airways on quality / safety / security / emergency response issues at external meetings and conferences.
  • Review and endorse benchmark program for enhancing internal safety standards against the international, industrial and regulatory recommended practices.
  • Enhance the safety and quality standards according to the goals of the Accountable Executive.
  • Review and endorse the FRMS program.
  • Review Quality Management System, Safety Management System Manual, Flight Data Analysis Program Manual, Security Programme and Crisis Management Manual.
  • Liaise and correspond with regulatory authorities, original equipment manufacturers and other operationally relevant external entities in relations to Safety Management System, Security Management System and Quality Management System.
  • Secretary of the Airline Safety Review Committee (ASRC).
  • Review and endorse budget for the department.
  • Perform the required functions as the HKCAD accepted Quality Manager in conjunction with Manager Quality Management System.
  • Develop a fit for purpose operational quality strategy to include the commercial and operations points of interface.
  • Endorse the audit schedule as a member of the Quality Management System Committee (QMSC).
  • Manage the development of HS, SMQMS, SMSeMS, HHF and OA.
  • Authorized by the Accountable Executive to have unrestricted access to all employees of the airline for the purpose of safety and security risk mitigations.


Qualifications

  • Minimum 15 years relevant work experience in an airline, including 10 years of appropriate quality, safety or security management experience or equivalent.
  • Meet the ICAO 9859 requirements for Safety Manager.
  • Comprehensive knowledge and familiarity with safety management system, quality management system and security management system.
  • Comprehensive knowledge and understanding of Emergency Response Planning.
  • Experience in coordinating and conducting an Emergency Response Planning Exercise.
  • Aviation accident investigation qualification or equivalent experience.
  • QMS, SMS and SeMS qualification.
  • Lead auditor qualification.
  • IOSA auditor qualification.  
  • Good command of both spoken and written English.
  • Formal certification as a quality auditor.
  • Aviation Accident Investigation qualification or equivalent experience.
