Role Purpose

Assist Manager to develop and maintain HKE M&E Quality System & Safety Management System to fulfill HKCAD authority’s requirements, IOSA and HKE internal requirements as well as performing aircraft monitoring, survey and seek the improvement in the QMS to support M&E departmental KPI target (Compliance, aircraft Continue Airworthiness, Safety & Risk Management) achievement.

The Engineer, Quality Assurance & Safety (“QA & S”) will be assigned by Manager to different function team and support Assistant Manager to complete all QA & S tasks and daily function listed as below:

Compliance & Airworthiness

• Liaise and coordinate with HKCAD for regular meeting
• Carry out regulation compliance monitoring and ensure any new / changed regulation or requirements being complied in a timely manner
• Conduct HKE M&E quality system routine review, improvement and consolidate in the HKE manual and recommend for final approval
• Organize engineering manual / procedure compliance / interface review before approval
• Amend MME and submit to HKCAD for approval
• Routine procedure review, focus on plan, control, check and interface with other division/ Department related to AOC and HKAR operation compliance, standard build up and improvement
• Develop and maintain M&E authorization system and is responsible for authorization stamp management
• Assist superior for staff initial / recurrent assessment / interview and approval
• Responsible for AMS variation / Maintenance Extension (internal) approval / application, monitoring and follow-up
• Handle and carry out submission application of HKCAD related matter such as variation / exemption application
• Handle one-off authorization issuance / Article 11 issuance and report to HKCAD
• Responsible for subcontractor & suppliers management and carry out suppliers approval evaluation and maintain the approved supplier lists
• Carry out assigned BM / FTM and ITM audit
• Perform service provider's oversight to ensure their quality performances are able to meet HKE's required standard / SLA
• Carry out AD compliance monitoring and periodic review; Follow up all HKCAD comments and suggestions on AD compliance issue
• Prepare CMR package and carry out CMR package pre-review for C of A renewal application
• Carry out aircraft lease / return bridge check monitoring and project assistance
• Conduct QDR investigation and its follow-up (related to aircraft compliance) and provide quality improvement suggestion
• Conduct regular surveillance on HKAR-145 operation when necessary
• Carry out AD implementation verification and control assistance
• Monitor and develop FTM quality control system, conduct FTM related function audit and operation survey
• Participate in FTM related meetings as monitoring function, such as reliability meeting, AMS review meeting, FTM related MOR meeting, and aircraft introduction and return meeting

Safety Management System & Risk Management

• Assist superior to manage including but not limited to the SMS implementation plan, maintain and review on SMS documentation regularly
• Liaise with HKCAD on SMS and investigation matter
• Collaborate with SRM for various safety, security and quality issues
• Organize, prepare, conduct and facilitate hazard identification, risk analysis and mitigation plan
• Organize to assess the impact of safety on operational changes and activating hazard, and follow up change process accordingly
• Prepare and develop SMS training material and conduct training as instructor
• Organize and conduct safety promotion activities such as safety related training, safety notices, safety case study etc.
• Organize to prepare Regular Management Review on SMS (SAG / SRB / Monthly MOR meeting with HKCAD etc.)
• Organize regular safety meeting with primary maintenance services providers
• Organize and conduct ERP drill
• Manage and follow up the mitigation or corrective actions, monitor effectiveness of mitigation actions
• Maintain change management / Safety Report / Risk Assessment database and organize periodic review
• Monitor Periodic KPI and Safety performance indicators statistic and trend
• Conduct the investigation of safety report etc.
• Furnish investigation report and recommendation
• Provide independent advice on safety matters to the senior management
• Maintain and implement annual audit plan as well as to develop audit checklists
• Monitor on internal / external audit findings closure status and provide monthly audit status report
• Regularly analyse internal/external audit finding and keep trend monitoring, provide improvement recommendations
• Prepare and lead external party audit to HKE, such as IOSA, CAD etc.
• Review the LM, GHA and fuel service providers’ performance and recommend for the escalation/de-escalation of the audit interval;
• Arrange new station set up audit and annual station audit
• Prepare auditor recurrent training Materials and conduct the training
• Administer the IFQP program, supporting functions including training arrangement for inspectors, arrangement of inspections, review of IFQP inspection reports on IFQP official website FQPS, communication and attendance of IFQP Steering Group Committee
• Monitor and develop aircraft surveillance program and perform oversight and monitoring the surveillance program
• Carry out Quality control (surveyor) development and tasks arrangement Conduct aircraft C of A compliance survey, when necessary, to assist for CMR preparation and C of A renewal application
• Conduct aircraft maintenance surveillance for heavy maintenance check (C check), lesser check such as 72 hours check, weekly check, A check and ramp surveillance

The Ideal Candidate

• Degree or above qualification in aircraft engineering or any related discipline
• Minimum 8 years’ of related work experience including QA / Safety work experience, experience in related field such as SMS and Audit function is highly preferred
• Holder of HKCAD HKAR 66 B1.1 / B.2 / B2* License holder with Airbus A320 with appropriate Engine types
• Completed Auditor training course or equivalent
• Possess technical knowledge and professional expertise in Quality Assurance, Continued Airworthiness Monitoring, Safety Management System and Risk Management
• Possess good planning and execution ability to accomplish daily activities / assigned tasks independently
• Good at communication and coordination skills
