Role and Responsibilities
Main Purpose of the Job
To assist SMOC&FD to ensure delivery of high standard centralised flight planning services for the company.
Main Areas of Responsibility
- Create operational flight plans in accordance with applicable regulations and HKEA policies, standards and procedures;
- Seek advice from superior to make decision significantly affecting the operational security and/or decision regarding safety risk tolerability with respect to the safety and/or security of aircraft operations;
- Provide necessary assistance and support to the Commander in the safe conduct of each flight;
- Ensure flight planning and crew briefing duties are delivered in an effective and efficient manner;
- Work closely with Operations Control, MCC, AOS and Crew Control to implement cost effective solutions to day-of-operation problems and contribute to the FOCC decision making process;
- Ensure relevant aircraft performance limitations, airport and ATC restrictions, RAIM prediction, weather and NOTAM advisories are available and considered for pre-flight preparation;
- Liaise with relevant authorities and Air Traffic Services Units/Centers for flight plan submission and filing;
- Ensure flight plan and subsequent changes are filed before dissemination to flight crew;
- Recommend alternative flight planning solutions to optimize allowable payload within regulatory requirements;
- Ensure flight dispatch document packages and crew documents are prepared in a timely, orderly and professional manner;
- Deliver flight dispatch document package and materials to the aircraft as and when necessary;
- Handle crew queries and provide feedback;
- Monitor emails, ACARS downlinks, telexes and all FOCC communication mediums and advise DMFOCC of issues that may affect flight planning;
- Keep abreast of knowledge and latest developments in the areas of flight planning and dispatch methodology, the regulatory environment, and technology;
- Monitor and provide relevant metrological information and latest NOTAM to alert DMFOCC for airport status change;
- Ensure automated aircraft position feeds from airborne company aircraft are received and captured in the electronic aircraft tracking system;
- Assist DMFOCC in activation of crisis, safety and security response procedures;
- Maintain own competence in the role of Officer, Flight Dispatch;
- Provide support to departmental/section/team projects as assigned;
- Participate in specific working group as assigned by superiors;
- Perform ad-hoc duties as assigned by superiors.
Qualifications
- Secondary educated or equivalent;
- Met the English language proficiency requirements of:
- ‘Level 3’ or above in English language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or;
- ‘Grade E’ in Use of English or Literature in English in the Hong Kong Advanced Level Examination (HKALE) or;
- A colleage diploma (except major in Chinese language stream) or above awarded in Hong Kong or an English-speaking country;
- Good command of both spoken and written Chinese, knowledge of Putonghua is preferred but not essential;
- Willing to work shift duties with early start and/or late finish (including overnight shift).
