Role Purpose
The Head of Technical Service reports directly to the Director of Maintenance and Engineering for AOC issues, and to the HKAR145 Accountable Manager for HKAR145 issues.
- Attend Maintenance & Engineering related meetings as required by Director, Maintenance and Engineering; Review and control Engineering daily data and transpose data into a usable format;
- Notify the Director, Maintenance and Engineering whenever deficiencies emerge which require his/her attention, particularly in respect of technical and the acceptability of standards;
- Manage and ensure the division of Technical Services at HKE is working in compliance with CAD and other pertinent Regulatory Authorities on all engineering matters pertaining to its fleet including but not limited to AD/SB/EO/Mods and all relevant aircraft systems;
- Manage and ensure the division of Engineering Planning at HKE is performing planning of Maintenance requirement on its fleet in accordance with the approved AMS and other Technical Documentation as well as achieving maximum aircraft availability;
- Validate proposed AC Maintenance program changes based on OEM recommendation, Reliability analysis and in service recommendation;
- Manage and monitor the reliability program to ensure that problematic aircraft systems and components are investigated and required actions are taken;
- Monitor technical status of HKE aircraft in terms of AD, Alert SB, AMS;
- Liaise with Flight Operations Fleet Manager(s) for the production and recommendation of Aircraft Flight Manual and Minimum Equipment List revisions and Change sheet to the HKCAD;
- Maintain a high level of co-ordination with Quality Assurance and our 3rd party provider to ensure rapid identification, response and resolution of problems affecting On Time Performances, Safety and Reliability of the Company Aircraft Fleet;
- Lead aircraft induction team to handle aircraft delivery related issues;
- Lead aircraft lease return team to handle aircraft redelivery related issues;
- Oversee HKE’s 3rd party Engineering Provider on areas pertaining to Technical Services, Reliability program, Maintenance Planning, Technical Records and Library;
- Ensure evaluation of Airworthiness Directives, OEM Service Bulletin, HKCAD directives, in-house Technical Services / Reliability recommendations and other publications to determine modifications, inspections, replacements or repairs that will/may be accomplished on the aircraft;
- Ensure creation of in-house publication for any maintenance of aircraft, engines and component;
- Ensure implementation of the Reliability program and direct the submission of the Reliability reports required by the HKCAD;
- Perform and carry out other duties as assigned by the Director of Maintenance and Engineering.
Qualifications
- Degree or above qualification in Engineering or any related discipline;
- Minimum 12 years of related working experience in aviation engineering, including at least 5 years in Airline’s Technical Services Department or Airline Fleet Technical Management, and 4 years in managerial capacity;
- Experience of working with airworthiness authorities;

Strong project management skills;

Aircraft maintenance basic license holder preferable;

Design Organization experience preferable;

Effective decision-making skills and willingness of taking responsibility;

Good command of written and spoken English & Chinese;

Good communication and interpersonal skills to liaise effectively with people at different levels in between the company and outside parties;
